Dr. Dean S. Hartley III, a graduate of Wofford College, A.B. Summa Cum Laude, Phi Beta Kappa in mathematics and foreign languages, and the University of Georgia, PhD in piecewise linear topology, brings his expertise in operations research to the Rose Corporation. Dr. Hartley has more than 40 years of experience in industrial operations research; modeling and simulation of combat; human, social, cultural behavior (HSCB) modeling; verification, validation and accreditation (VV&A) of models; and psychopharmacology modeling.

Operations Research (OR) is the “Science of Better,” the discipline of modeling complex problems to make better decisions. Whether problems are industrial, governmental, or scientific, Dr. Hartley has experience applying operations research to help clients make better decisions. Dr. Hartley applies his technical expertise and experience to the real problems of real organizations.

Dr. Hartley has supported more than twenty different clients, many on multiple projects. Most of his clients have been within the Department of Defense. Dr. Hartley has also supported clients within the Department of Justice, Commerce and Energy. In addition, he has supported projects with NATO and projects with for-profit corporations as well as non-profit corporations.

Dr. Hartley’s expertise in the advanced sciences of Operational Research provides the Rose Corporation and the Management Team, with expanded core competencies and adds an enhanced specialization to the cutting edge, applied mathematics and complex modeling tools employed by the Rose Model and Rose Approach, in targeting, developing and accelerating business and job growth.

Dr. Hartley’s expertise in modeling complex problems, when applied to Indian Country, will empower Indian students, business and tribal leaders, with the same, advanced level of informed, “better” strategic decision making used by multinational, global companies.
